Toliet Paper

Why is it that if the roll is empty someone will enter the cabniet and either leave the new roll on the floor/vanity or put in on the roller the wrong way?

If they leave it on the spinner, make them where it on their nose for an hour in public with some string and a poster across the chest saying: "I left the roll on the spinner without changing it and my mom/wife made wear this sign." Don't forget to take a picture.
